OSI
The survey itself has four sections corresponding to the four stages of e-government development. The first of these includes questions relating to attributes that would be considered typical of each stage of development:
1) emerging online presence

2) enhanced presence

3) transactional presence

4) connected presence.


Almost all questions in the survey call for a binary response of yes or no, with “yes” given one point and “no” zero.

The value for a given country is equal to the total number of points scored by that country less the lowest score for any country divided by the range of values for all countries in the survey.
