The survey itself has four sections corresponding to the four stages of e-government development. The first of these includes questions relating to attributes that would be considered typical of each stage of development: 1) emerging online presence 2) enhanced presence 3) transactional presence 4) connected presence. Almost all questions in the survey call for a binary response of yes or no, with “yes” given one point and “no” zero.
