2. Implementation's characteristics

Opasnet was initiated by Jouni Tuomisto and Mikko Pohjola, researchers from the National Institure for Health and Welfare in Helsinki, dealing with the effects of the environment on human health. The National Institute for Health and Welfare institutionally supports development of the application. Opasnet is a wiki website, which is based on free of charge and open-source WikiMedia platform. The aim of Opasnet is to promote a scientific approach to designing and implantation of public policies. Public decisions – according to the application developers – should be based on evidence and research outcomes (evidence-based policy). This means the need for evaluation of policy assessments, impact assessments, or risk assessments. In the opinion of the application developers, collecting information, data and empirical material for research, as well as carrying out scientific evaluation of public policies is much more effective, if all interested citizens participate in them. The idea of open assessment is the Opasnet’s guiding principle. All interested, complying with the principles set out by the developers, can participate in the process of public policies evaluation. They can, using wiki, post data on the Opasnet, comment on the impact assessment presented by researchers, present their own assessment, etc

Users can comment each Opasnet website as each subsite contains a section dedicated to discussion. Furthermore, there is a special form for providing arguments, special rules for all website users have been set out, which result in more structured data used for open assessments. Users can also comment in short surveys, where they provide their assessments on different issues. Participation in the survey does not require signing in. Opasnet may be subject to internet community evaluation in terms of their scientific usefulness in processes of scientific decision-making of the public.
