The FirstToSee is a crisis management system implemented in Pierce County, the United States. It was designed to support the existing emergency system rather than replace it.

The first level of the service’s functionality entails submitting reports on the observed crisis situations, such as accidents, natural disasters or crimes. The application aims to enhance the emergency system and not replace the emergency number.

A mobile application was created and made available to all users that allows them to report the necessity of undertaking an intervention by a particular group of emergency professionals. A report can take the form of a picture, description or a picture accompanied by a description. The reporting person specifies the location where the event occurred with the use of the available map (the application uses a location system) or by providing a concrete address.
