The open data portal is run by Difi agency, which is responsible for the development of e-government in Norway. Its aim is to promote the culture of openness, providing new opportunities for development of economy based on the re-use of public data and creation of new jobs in the public sector. Simultaneously, the re-use of public data is treated as a source of innovation and efficiency of the public sector. It is aimed not only at citizens, business, NGOs, but also other entities and public administration. The portal offers two basic functions: 1) searching and downloading data, as well as 2) posting open data in the data storage (data hotel) by other institutions of the public sector. The data storage comprises data in many popular file formats (CSV, XML, YAML, JSON, JSONP).
The portal, next to data Search engine and Data hotel tabs, includes tab listing applications using open data (there are selected examples of public data re-use), Instructions tab (guidelines for publishing the public data), as well as Licenses tab with conditions of using public data.
The website includes link to open data profile on Twitter.

Data can be searched in the data catalogue by topics or organizations making them available.

The portal comprises a list of applications created thanks to open data. The portal also allows citizens registering products/applications on the website.
