2. Implementation's characteristics

The electronic platform www.konsultacje.gov.pl is a pilot version of a system for conducting consultations electronically, founded as part of a project financed by the EFS and implemented by the Ministry of Economy. The website focuses on enabling carrying out public consultations online, facilitating various groups of stakeholders involvement in the law-making  process, as well as increasing the transparency of the legislative process (communicating and consulting legislative proposals and other government documents).

The website assumes three types of users: visitors (unregistered users), individual users as well as institutional ones (both assume registration). A visitor can browse through the content, however they are not allowed to submit their observations and post comments or lead discussion with other users on the forum. Registration of individual users is possible through an active trusted profile in the e-PUAP system. Registration of an institutional user requires providing all the relevant data and acceptance from the website administrator. After clicking on individual institutions, one can obtain information about a particular user (addresses and telephones), history (including time of holding an account), activity on the forum and comments made.

According to the Ministry of Economy, since April 2014, the website has been publishing selected initiatives (raising public interest and controversies) from five other ministries: The Ministry of Administration and Digital Affairs, The Ministry of Finance, The Ministry of Labour and Social Policy, The Ministry of Justice and The Ministry of Health. Despite the website is characterized by low activity in submitting comments, each of the consulted documentation project is viewed by between several hundred to a few hundred users.
