2. Implementation's characteristics

The application 2050 Pathways is an example of interactive public consultation conducted with the use of IT tools, aimed at visualizing the course and consequences of proposed solutions. The application was developed by a British company Delib on the order of the Ministry for Energy and Climate Change.
The main objective of the creation and implementation of the application, was to carry out a public consultation on the changes, that the British public may propose or would be willing to emphasize in connection with the climate policy objectives, assuming the reduction of CO2 emissions by up to 20% by the year 2050. The participants of the consultation have at their disposal a package of potential decisions – possible solutions for implementing new ecological solutions (e.g. increasing the share of nuclear energy in total energy production, increasing the share of energy from renewable or organic sources – wind turbines, biomass, etc.), as well as restrictions on existing activities (e.g . change in public transport –reducing the use of private cars in favour of a larger share of public transport; a change in the method of heating homes – increasing the share of electricity, etc.). For each of possible decisions the system assumes a four stage scale of implementation intensity – 1 for solutions, that are associated with relatively little effort or expense, but characterized by a low efficiency in the overall reduction of CO2 and 4 for solutions requiring high costs, but significantly affecting the implementation of the mission. A proposed solution is indicated via animated sliders. Each option of users’ decision is supplemented by a brief comment, aimedat showing what specific solutions may a taken decision involve.
A participant ofthe consultations may view  results of suggested solutions on a chart, which shows, in real time, how decisions taken influence the overall reduction, as well as how far it is from achieving the goal of the mission i.e. reduction of CO2 emissions by 20% by the year 2050.

After completing the mission, a participant may submit their proposal of solutions to an authority or return to the application and make amendments. The results of the consultations can be shared via social networking sites i.e. Facebook and Twitter, or via a generated link. The website also provides an overview of proposals for the reduction of CO2, submitted by other participants.

 

Description provides the following information on the service’s basic functionalities and the rules that users have to follow. Key for the analysis is the E1 section:

  • establishing whether described is the official profile of the institution in charge of the implementation or one created just for the purpose of the project;
