2. Implementation's characteristics

An Open Elm Project is a project implemented on the Isle of Man by the Department of Environment, Food and Agriculture, as well as Red Robos Studios. The premise of the project is to activate citizens in efforts to protect wildlife – through observation and assistance in establishing the population of trees (elms) and reporting, to the department of environment, trees infected with a disease.

A website and a mobile application have been made available as part of the project. The Internet website includes basic information on the project, including substantive introduction on the observed trees – description of the trees, diseases they may be exposed to, what symptoms should be reported to the department of the environment. The website is also equipped with an interface for submissions, which is a combination of text information, a photo and a location. In addition, the Internet website contains a visualization of received notifications in a form of map (Google Map). Separate subpages have been devoted to information on the authors of the implementation and rules on making the application available, as well as using the source code and API.
The application for smartphones (iOS and Android) is a mobile form of the website. Functionally it comprises elements such as: submitting requests, tutoring, map of submitted reports.

The website makes use of geolocalization. Activity within the website requires registration nor signing in.
The Open Elm Project is connected with social networks media i.e. Twitter and Facebook.
Description provides the following information on the service’s basic funtionalities and the rules that users have to follow. Key for the analysis is the E1 section:

  • links and plugs to social networking profiles – Facebook, Twitter, Linkedin, etc.;
  • establishing whether described is the official profile of the institution in charge of the implementation or one created just for the purpose of the project;
  • Other functionalities include: a blog, a separate wiki for a given thematic area, a podcast, discussion forum, simulation in form of a game;

Predicted users’ activity and its results: generating content (of what type?); creating an application – developing open data-based software – databases made available by public administration; making assessment and providing remarks; facilitating real-life communication; opinion-making, crowdsourcing; including case studies.
